File not downloading

File not downloading . I'm trying to download this file but it keeps stopping why ?

Now the File does not work . This is what it says when I try to download the File .

The page cannot be found

We have had to set a limit to the concurrent connections to the server.
Some users use Download Managers to download the files.

Therefore, when the server has reached its limit, you will sometimes see a ' Service Unavailable' error.
